first error

Description of problem:
When engine services are not working, web admin portal generates error message every few seconds.

Version-Release number of selected component (if applicable):
ovirt-engine-webadmin-portal-4.0.2.7-0.1.el7ev.noarch


How reproducible: always


Steps to Reproduce:
1. run web portal and log in
2. stop services on engine server 
systemctl stop ovirt-engine
3. go back to browser and wait, until error messages appear

Actual results:
Web admin portal generates error messages, see attachments. After some time there are planty of them.


Expected results:
Web admin portal generates one error messages like 'Services not responding, try later'. After closing it portal should try services and if not still working shows only one message again.
