Description of problem: OSE deployments are failing during install.yml on task [execute atomic-openshift-installer] with error "Must specify ansible_ssh_user in configuration file."  This is affecting any deployment of OSE via WebUI and API.

QCI ISO Version: 20160819.t.0

How reproducible: 100%

Steps to Reproduce:
1. Install QCI
2. Deploy RHV+CFME+OSE
3. Wait for failure during OSE install

Actual results:
QCI reports: "Deployment Failed: ansible-playbook returned a non-zero exit code during installation. Please refer to the log for more information regarding the failure."

Expected results: QCI deployment succeeds without any errors during OSE install

VERIFIED with a successful deployment of OSE on RHV SelfHosted.  The sample app was installed and running and I was able to 'oc' commands without any issues.
