How reproducible:
Everytime.

Steps to Reproduce:
1. Start httpd as service.
2. Send a http request.
3. Read response header.

# curl -I  http://127.0.0.1:80
HTTP/1.1 403 Forbidden

Server: Apache/2.2.26 (@VENDOR@)

Actual results:
Server property from resonse contains @VENDOR@ pattern.

Expected results:
Server property from resonse contains vendor name.
