Description of problem:
# oc create quota quota --hard=pods=10  --dry-run
resourcequota "quota" created
The output indicating the resource is created however acutally resourcequota "quota" is not created at all

oc v1.3.0-alpha.3+523a02f

How reproducible:
Always

Steps to Reproduce:
1.# oc create quota quota --hard=pods=10  --dry-run
resourcequota "quota" created
2. # oc get resourcequota -> the resourcequota "quota" is not actually created

Actual results:
1. resourcequota "quota" created
The output is misleading

Expected results:
2. Should give correct info when resource is not created

Verified on latest origin (oc v1.4.0-alpha.0+b5156c2)

# oc create quota quota --hard=pods=10  --dry-run -n xiaocwan-t
resourcequota "quota" created (dry run)
# oc get resourcequota
=> <nothing output>
