When the config file is mentioned as "attached config file hci-config.zip", it doesn't really tells where to look for attachment in the article. Also makes it not-easy to scroll to the end of the article.

Providing the hyperlink to the attachment would be the good suggestion and it helps in downloading the attachment by clicking on it.
