Description of problem:

So needs-restarting gives users a great output of processes that are using old versions of files. It would be great to add a --attempt-restart option that will attempt to restart the services for the relevant process. We could do this based on the process cgroup, unless anyone has a better idea?

We should rather extend functionality of tracer plugin - the replacement for "need-restarting" plugin.
