Tested and checked that the system already has the RHEA applied but still shows available.

Thank you for the reproducer. I believe this is a releng issue - the updateinfo metadata claims to have a higher release of packages ('43.git6ebf5d5.el7' is newer than '43.el7' for rpm), while those packages are not actually present in the repository. In other words, the metadata of the repository does not reflect the contents of the repository. Switching to releng.
