Admin login page does not provide to choose language.

There is an entry:

You can view the Administration Portal in multiple languages. The default selection will be chosen based on the locale settings of your web browser. If you would like to view the Administration Portal in a language other than the default, select your preferred language from the list.

Our installation of RHV 4 doesn't allow me to choose any language:

Is this a regression due to SSO changes?

There is no regression here.
You get into the welcome page [1], where you can select any language you want.

I guess the documentation should change to specify that you select the language on the welcome page.
