Description of problem:

In OSP10, we will be defaulting the ceilometer meter backend to gnocchi from database(as it is in OSP9). We do not plan on providing any data migration for this change. Hence we should provide sufficient warning in the docs indicating this and cautioning user to be aware that default backend is changing.
