Could not recreate, followed your steps and only one build is running.  oc edit of the buildconfig shows the runpolicy is set to "Serial".

1) please share your buildconfig yaml
2) what is your oc client version?

the bug title says dev-preview-int (which is where I tried this and it works).

the bug comment says the api server is "https://api.dev-preview-stg.openshift.com:443" which is stage, and stage is at v3.2 which doesn't have this feature.

please retry on the actual int cluster.
