Description of problem:
Failed task:

 Label: Actions::Fusor::ConfigureHostGroupsForProducts 

Deployment of RHV engine+hypervisor + OSE + OSP. I wasn't deploying self-hosted. See attachment for exceprion in production.log.
I was running satellite with pulp over nfs and restored databases from previous deployment to speed up content sync. The ManageContent task completed successfully.

How reproducible:
Happened to me once

Steps to Reproduce:
1. Run a RHV deployment
2. Deployment fails with 100% of content sync but with error
3.

Actual results:
Deployment fails

Expected results:
Deployment continues after content sync

RHV deployment failed with the described error; OSP deployment continues after content sync and seems to be progressing.

Verified on QCI-1.0-RHEL-7-20160831.t.1. If the db restore used to help speed up content sync was from an earlier compose, then the new puppet class parameter engine_repositories for the puppet class ovirt::self_hosted::setup would have been missing from the foreman db.
