No, if there isn't a separate public key object on the token, this is not fixed in 0.4.0. It is https://github.com/openssl/openssl/issues/1532 There's a *separate* bug which is fixed by 0.4.0 (which I just pushed to F24 too), where it doesn't work even if there *is* a public key object in the token.
