Steps to Reproduce:
1. build package from source or run upstream test suite on FIPS machine

Actual results:
FAIL: pkcs8

Expected results:
PASS: pkcs8

Additional info:
This is caused by key key-ca-1234.p8 using pbeWithSHA1And128BitRC4, which obviously won't be allowed in FIPS.
