When setting up the F24 partition (Standard) on my 32-bit, win 10 computer, I get the error message: local variable 'e' referenced before assignment Has this bug been fixed for the 32-bit version of F24?

Could you please attach logs from the failed installation ? You can either use the "report bug" button on the error dialog to do it automatically or attach them manually from /tmp in the installation environment.
Just because you have the 32-bit version of Windows 10 (yes, I looked it up, this actually exists!!), you don't need, and almost certainly don't want, to use the 32-bit version of Fedora. Try installing the 64-bit version and if you still get the same error, follow the instructions from the previous comment.
This message is a reminder that Fedora 24 is nearing its end of life. Approximately 2 (two) weeks from now Fedora will stop maintaining and issuing updates for Fedora 24. It is Fedora's policy to close all bug reports from releases that are no longer maintained. At that time this bug will be closed as EOL if it remains open with a Fedora 'version' of '24'.
