Description of problem:
After policy deletion, the policy record is still present in table foreman_openscap_asset_policies. (Below example policy id 40 do not exist but policy id is still in foreman_openscap_asset_policies) 

foreman=# select id,name from foreman_openscap_policies;
 id |   name   
----+----------
 38 | policy
 42 | policy-2
 43 | policy-3
 44 | policy-4

foreman=# select * from foreman_openscap_asset_policies ;
 asset_id | policy_id 
----------+-----------

Moving this bug to POST for triage into Satellite 6 since the upstream issue http://projects.theforeman.org/issues/16325 has been resolved.
