Description of problem:

Doing dnf upgrade of Fedora from 21 to 24 ends with:

Not sure if upgrade from F21 to F24 is supposed to work however this is certainly not a gpg/gpgme bug.

You need to update fedora-repos to the latest, then update to F22 and then you can update to F24. Unfortunately N+3 upgrades are not supported.
