Description of problem:
Inkscape shouldn't increment the New Document window upon File -> Close. When you do a File -> Close, Inkscape brings you to a new window. The File -> Close at this point should be grayed out. If you do anything to the image, then this should be active to use.

Inkscape shouldn't close and unedited New Document window. (Better title)

It keeps incrementing the window without any edits in Inkscape. The File -> Close should only be for current files that exist in the window, not new unedited documents.

We don't have enough resources to deal with such low severity bugs. Closing as wontfix.
