"dnf-plugins-extras" contains just the manpages, i guess when someone types "dnf install dnf-plugins-extras" he expects get functionality as i did

i would understand if it's a meta-package which pulls all the stuff and when you remove just the metapackage you can decide which plugins you don't but just the manpages for everything which is not installed is misleading
