Description of Enhancement:
Once a deployment is started, 'edit product selection' is still displayed and allows the user to edit an existing deployment while it is being deployed.  Once a deployment starts, all existing input fields are disabled when you go back and review each page so 'edit product selection' shouldn't be enabled.

QCI Media Version: QCI-1.0-RHEL-7-20160902.5-QCI-x86_64-dvd1.iso

How reproducible: 100%

Steps to Reproduce:
1. Create QCI Deployment
2. Start QCI Deployment
3. On 'Installation Progress' page, click 'edit product selection'
4. Add a new product to existing deployment. Add RHV+OSE to existing OSP+CFME deployment
5. Click Next

Actual results: WebUI allows you to add and save the new product options. Viewing deployment validation, will validate based on new products added. 


Expected results: 'edit product selection' is disabled when a deployment is started.


Additional info: *Did not attempt to "deploy" with new products*

Removed link if the deployment has started.

Disabled checkboxes on product selection if the deployment is started. (You'll have to navigate to /r/deployments/<:id>/start directly to test)
