Describe the issue: 
I follow the instructions (https://access.redhat.com/solutions/2210901) to setup AWS Config service with CloudForms 4.1.1 but still getting WARN error in aws.log  (see messages below).  I also do not see any sns messages in evm.log.

Suggestions for improvement: 
We need documentation indicating how to appropriately setup AWSConfig_topic. Even the provided kcs solution, does not work for me. I would like some documentation for how to setup this feature.
