Description of problem:
see https://github.com/openshift/origin/issues/10400

Expected results:
Users can prevent proxying of certain urls by setting a no proxy field on their buildconfig, or setting a build default value to apply to all builds

I'm opening this as a BZ so QE can track it and add appropriate TCs.

PR https://github.com/openshift/origin/pull/10902 introduced a git NoProxy field that can be set in buildconfigs as well as via the build defaulter.

@Ben Parees,hi add test cases to the bug, pls help to review and test in origin with them, I am not sure if cases are covered, so wait your response and then change the bug status
