perl-Encode-JISX0213-0.04-3.fc26 fails to build in F26 because a test fails:

This is caused by upgrading perl-Encode from 4:2.84-11.fc26 to 4:2.85-1.fc26.

This was a bug in perl-Encode fixed in perl-Encode-4:2.87-4.fc26.
