smartmontools is shipped in RHEL 7 / CentOS 7 repositories, not EPEL repository. If you want newer smartmontools, file a new request agains RHEL 7 smartmontools and provide some justification. What functionality do you miss in current version or which bug affects you that is fixed in newer version.
