Description of problem:
As of today when we evac on upgrades. https://docs.openshift.com/enterprise/3.2/install_config/upgrading/manual_upgrades.html#upgrading-nodes

On a large scale, highly dense clusters, this can cause a massive reshuffling in the cluster and affect service SLOs.  

We should aim to allow in-place upgrades.  Either live, or via checkpoint and restore.  This may touch on the need for maintenance windows and forgiveness.

This touches both upstream enablement as well as the installer.
