How reproducible:
always with SAL_USE_VCLPLUGIN=gen

Steps to Reproduce:
1. run `SAL_USE_VCLPLUGIN=gen libreoffice` in a Gnome+Wayland session
2. have a look at the menu bars

Actual results:
menu bars are invisible

Expected results:
menu bars should be visible

no going to fix this sort of thing, more likely to delete gen than fix it
