Description of problem:

The Turkish government has announced today that the daylight savings time will be permanent from now on.

Version-Release number of selected component (if applicable):

All RHEL.

Expected results:

tzdata and tzdata-java packages should be updated.

This bug seems to be a DUPLICATE of bug #1377711, so it should be CLOSED as such.

A workaround use : 

Time zone:  Europe Eastern Moscow
            (Europe/Moscow)
UTC offset: +0300 (UTC plus 3 hours)
