Describe the issue: Dedicated Docs should have a known issues section.  

Suggestions for improvement: Dedicated Docs should have a known issues section, that operations can link to or provide a link to http://status.openshift.com/ so that customer can see the current list of known issues. 

Additional information: 

OCP or Enterprise provides a note, and its not 100% clear that this applies to Dedicated: https://docs.openshift.com/enterprise/3.2/release_notes/ose_3_2_release_notes.html#ose-3-2-1-1-known-issues (from a customer point of view).
