Description of problem:
The field of Doc Text is empty when Doc Type is "Release Notes"

Version-Release number of selected component (if applicable):
5.0.3.rh6

How reproducible:
always

Steps to Reproduce:
1.Open a bug
2.Select "Release Note" from the Doc Type field.
3.

Actual results:
The field of Doc Text is empty

Expected results:
Text appears in the Doc Text field describing what is (and what is not) classified as a Release Note.
Text is 'A release note should describe in detail a new feature being introduced into the product.\n\nA release note is NOT a bug, errata enhancement, rebase, known issue, Technology Preview or deprecated functionality description; for these, select the corresponding Doc Type option.'
