Description of problem:
When viewing the base path for a location with set parameters, the parameters are shown as empty sets.

1. Add parameters to a location
2. GET <saturl>/api/v2/locations/<location id>

Actual results:
params are shown as empty sets "{}"

Expected results:
params are shown correctly

This is not occurring in 6.2.2.
