Why would that be a glibc bug?
ldconfig 1
means process shared libraries in directory 1
which likely doesn't exist.
To me this sounds like an rpm/dnf/yum bug, because
https://fedoraproject.org/wiki/Packaging:Scriptlets
says %postun -p /sbin/ldconfig
is recommended, so IMHO rpm/yum/dnf should special case /sbin/ldconfig and not pass the arguments to it.

Sorry - my bad.  I thought that the bug report was about ldconfig.  Only after I changed the category did I read the report properly and realise what was going on.  So I changed the category back to binutils.
