Description of problem:

The current heat docker hook used containerized openstack deployment (compute services) stops, removes and recreates all the containers on every update, irrespective of any changes to container configuration.

How reproducible:
Always

Actual results:
stops, recreates and starts all services for every update.

Expected results:
It should ignore the running containers/openstack services where there is no change in their configuration.
