Description of problem:
[RFE]Could delete power-on guest in rhevm

Version-Release number of selected component (if applicable):
RHVEM:4.0.2.3-0.1.el7ev

How reproducible:
100% 

Steps to Reproduce:
1.Prepare a guest which is powering on in virtual machines option
2.Right click this guest and find remove option is not available ,then have to shut down or power off guest to delete the guest,pls refer to screenshot


Actual results:
As above description

Expected results:
It will be more convenient for customer to delete a guest if add function of deleting power-on guest, openstack has supported this function
