Description of problem:
Unable to create glance image using Image source as Image File after a failed attempt to create image using Image Source as Image Location

Following error is displayed in page
Can not specify both image and external image location.

Version-Release number of selected component (if applicable):
RHOSP 9

How reproducible:
Always

Steps to Reproduce:
1. Create a image using Image source as Image Location and enter an invalid URL/URL that's not reachable
2. After the failure message, Select Image Source as Image File
3. Fill in the required details

Actual results:
Can not specify both image and external image location.

Expected results:
Image should be created with Image File supplied

I ran into the same error on our instance of OpenStack Liberty.
