Description of problem:

rsyslog cannot create temp. file.

Version-Release number of selected component (if applicable):
rhev-hypervisor7-7.3-20160923.2 

How reproducible:
Install rhev-hypervisor7-7.3-20160923.2 
Look in /var/log/message

Several rsyslog erros like:
Sep 29 14:29:49 localhost rsyslogd-2013: fopen() failed: 'Read-only file system', path: '/var/lib/rsyslog/imjournal.state.tmp'
 [try http://www.rsyslog.com/e/2013 ]

Test Version:
1. rhev-hypervisor7-7.3-20161007.0  (4.0)
2. rhevh-7.3-20161007.0.el7ev.iso   (3.6)

Test steps:
1. Install rhev-h build on machine 
2. Check /var/log/message for the rsyslog error

Test Result:
Cannot find rsyslog error.

The bug cannot be reproduced with the two build, change the status to VERIFIED
