Description of problem: Section "11.2. While we may or may not have updated images for 8 and 9, the images *must* be updated if there are new images. We're not doing minor releases of images, but we do still occasionally ship new images. We could add some language about "if there isn't a new image, then the rest of this step can be skipped." I've changed the title of this bug to reflect that.
