Description of problem:
Alerts don't send email notification, but the test mail delivered succesfully 

Version-Release number of selected component (if applicable):
5.7.0.3.20160927165516_075d0f3 

How reproducible:
Always

Steps to Reproduce:
1. Enable "Notifier" role.
2. Configure "Outgoing SMTP E-mail Server".
3. Navigate to Control->Explorer.
4. Expand Alert accordion.
5. Create a test alert with the following parameters: Based on: "VM and Instance"; What to Evaluate: "Nothing"; Driving Event: "VM Operation: VM Power On"; add some email for test.
6. Create VM and Instance alert profile.
7. Add the alert which were created before.
8. Assign the alert profile to "The Enterprise".
9. Suspend some VM.

Actual results:
There is no notification email after VM suspending.

Expected results:
The notification email should be sent.

Additional info:
There are no MIQ(GenericMailer.deliver) events in the log at all.

After rebooting all notifications is delivered. So this bug can be reproduced only on fresh installation after first boot.

Re-assigning component to Appliance as this looks like a possible worker issue.

Dmitry, can you confirm that this is working in 5.6.2(&3) please.  This sounds like a newly introduced regression which we are trying to be better about tracking.  If it works on 5.6.2, please add the regression keyword in the keywords field.

Dmitry, Could you re-test and use 'VM Suspend' in step 5 of your test description. Also, it would be helpful to know if it is new bug or old one existing in previous release.

I can't reproduce the BZ on 5.7.0.11-rc1.20161115160629_46cf4f1, alerts send email notifications without rebooting the appliance. I think this issue can be closed.
