Description of problem:

After the installation is completed, and the computer runs the Initial Setup, there is a user creation procedure which requires a user to set a password. The password strength checking however is quite strict, and cannot be skipped. This can lead to many users being stuck and/or frustrated. It additionally makes little sense that you can set a weak password for a root user, but cannot do so for an unprivileged user.

Steps to Reproduce:
1. Install Fedora 24, reboot. 
2. Go through the setup steps in Initial Setup


Actual results:

The password setting dialog for a user cannot be skipped, nor can a weak password be chosen for a user. This can lead to a user getting stuck or frustrated by feeling steered on and limited in freedom of choice.


Expected results:

Either give a user the option to completely skip the user creation step, or if already forced into it, an option to double click "Next" or "Done" to set the password to a weak one. 

There are many users who might want to take Fedora for a spin on a virtual machine, and do not care to rack their brains as to what the 'strong enough' password is. 


Additional info:

Was running the installation in a VirtualBox VM inside Arch Linux if that makes any difference.

This message is a reminder that Fedora 24 is nearing its end of life.
Approximately 2 (two) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 24. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora  'version'
of '24'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version'
to a later Fedora version.

able to fix it before Fedora 24 is end of life. If you would still like
to see this bug fixed and are able to reproduce it against a later version
of Fedora, you are encouraged  change the 'version' to a later Fedora
version prior this bug is closed as described in the policy above.

Although we aim to fix as many bugs as possible during every release's
lifetime, sometimes those efforts are overtaken by events. Often a
more recent Fedora release includes newer upstream software that fixes
bugs or makes them obsolete.

Still an issue in Fedora 26. 
On top of that, I did not find a way to skip user creation altogether. 

What if I do not WANT to have a non-privileged user at all?
I would hope a simple "Skip" button would not be too difficult to implement?

Fedora 26 changed to end-of-life (EOL) status on 2018-05-29. Fedora 26
is no longer maintained, which means that it will not receive any
further security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release. If you experience problems, please add a comment to this
bug.
