Description of problem:

In Firefox, pressing CTRL+SHIFT+O should show the Library dialog at the Bookmarks section. All bookmarks should be shown. CTRL+SHIFT+Y should show the Library dialog at the Downloads section with a list of recent downloads. Instead, opening the Library dialog just shows the dialog with empty content.

How reproducible:

This behavior is consistent for all attempts to view the Library dialog. It just started during today's session. I have not tested to see if the behavior persists between Firefox sessions.

Steps to Reproduce:
1. In Firefox press CTRL+SHIFT+O
2. Observe that the Library dialog opens
3. Observe that the Library dialog does not display any content

Actual results:

No content in the Firefox Library dialog

Expected results:

Bookmarks, download history, and other content should display

Additional info:

This is general usability issue.

I am unable to reproduce this behavior in new sessions. I suggest marking the bug as INSUFFICIENT_DATA.
