Description of problem:
kimpanel-scim-panel makes plasma-workspace depend on scim-libs. Not only is this an unwanted dependency by itself (Fedora uses IBus by default), but it also drags in gtk2.

plasma-desktop-5.7.5-1.fc24

How reproducible:
Always

Steps to Reproduce:
1. dnf remove gtk2

Actual results:
plasma-workspace gets removed.

Expected results:
plasma-workspace does not get removed.
