Description of problem: OSP deployment will failing at 23.9% with "Error".  Further investigation shows that overcloud stack creation failed. heat-api.log shows

"Resource CREATE failed: resources.Compute: Error: resources[0].resources.NodeExtraConfig.resources.RHELRegistrationDeployment: Deployment to server failed: deploy_status_code: Deployment exited with non-zero status code: 1"

Steps to Reproduce:
1. Install QCI and OCIOOO
2. Deploy OSP + CFME


Actual results: OSP deployment fails at 23.9%


Expected results: OSP deployment succeeds and starts CFME install

jmontelo investigated the issue and found that overcloud nodes failing deployment because they don't have access to the rhel-7-server-rpms repo. Current fusor.yaml references enables RHEL 7.3 beta repos but OSP expects RHEL 7 repos.   

From /var/log/messages:
Oct  3 17:15:43 localhost os-collect-config: Error: rhel-7-server-rpms is not a valid repository ID. Use --list option to see valid repositories.
