IPv6 access to repository is broken

Attempt to download rpm package on node with only IPv6 address 

http://download.fedoraproject.org/pub/epel/epel-release-latest-6.noarch.rpm

was finished with failure -  Permission denid.

Further a log of request with wget:

Tracked this down to some configuration problems on download-ib01, which should now be fixed.
