Description of problem:

since higher version is available in epel, userspace-rcu and leveldb can come from epel, we should adjust the packaging so that it picks up from Mon or Tools repo instead of epel, I would like to keep enabled for tools which aren't available from rhel base/optional/etc.

Discussed with Vasu in #rh-ceph-qe today.

Please use "includepkgs=foo,bar" in epel.repo to whitelist the specific EPEL packages that you need to install on your nodes for testing Ceph.
