Description of problem:

When you delete a persistent volume claim from a project in the UI then the persistent volume gets marked as "released" but does not get marked as available because the claimRef is still on the persistent volume.

How reproducible:

100% of the time.

Steps to Reproduce:

1. > oc get pv
NAME       CAPACITY   ACCESSMODES   STATUS     CLAIM                            REASON    AGE
pv1        20Gi       RWO           BOUND      chara-dev/chara-db                         6d

2. Delete persistent volume claim via UI

3.  > oc get pv
NAME       CAPACITY   ACCESSMODES   STATUS     CLAIM                            REASON    AGE
pv1        20Gi       RWO           Released   chara-dev/chara-db                         6d

Actual results:

The PVC is deleted but the PV isn't released.


Expected results:

The PV should be released.

This was already deemed an RFE by kargakis in https://bugzilla.redhat.com/show_bug.cgi?id=1337696 though that bug was closed, moving this to RFE.
