Description of problem:
Customers upgrading Mons before OSDs in large clusters from a version prior to v0.94.7 [123,132] to v0.94.7 or up [133, 2.0, 2.1], encounter performance issues when an OSD is restarted.  Currently, all Ceph RHEL/Ubuntu upgrade content available on the docs page (133; 2) recommend Mons before OSDs.

Until fix is available, need to document (in 1.3.3, 2 pubs) that when upgrading in very large clusters, upgrade OSDs before Mons as workaround.
