Description of problem:

In the current package zoneminder cannot be started from the web interface. I get the following error in journalctl

pkexec[2605]: apache: Error executing command as another user: Not authorized [USER=root] [TTY=/dev/pts/2] [CWD=/var/www] [COMMAND=/usr/bin/perl /usr/bin/zmsystemctl.pl start]

Version-Release number of selected component (if applicable):
zoneminder-1.28.1-5.fc24.i686

How reproducible:
always

Steps to Reproduce:
1. Load host/zm in a browser
2. Click "Stopped" at the top
3. In the "ZM - Run State" dialog, select "Start"
4. Click apply

Actual results:
In journalctl, the following error:

pkexec[2605]: apache: Error executing command as another user: Not authorized [USER=root] [TTY=/dev/pts/2] [CWD=/var/www] [COMMAND=/usr/bin/perl /usr/bin/zmsystemctl.pl start]

The service does not start.

Expected results:

The zoneminder service should start.
