Description of problem:
At the first time boot after install, the setup GUI shows up
but many texts remained as untranslated.

How reproducible:
Always

Steps to Reproduce:
1. Install
2. Reboot
3. See the GUI
    

Actual Results:  English

Expected Results:  Japanese for Japanese locale
other appropriate for other locale each

Additional info:

All users will see it once at least.
