Connot show 'Administration' link when loginning as users of 'can_admin_partner' group

The can_admin_partner group is deleted by the bz5_groups.pl script and all related functionality has been removed from Bugzilla 5.

Are you sure we want to remove this functionality from Bugzilla 5, and nobody will be get effected?
