Description of problem:
Login by red hat emloyee and account always logout automatically in the case previous action is logout 

Version-Release number of selected component (if applicable):
5.0.3-rh8

How reproducible:
always

Steps to Reproduce:
1.Login bugzilla by any user from WebUI
2.Login out by click link 'Log out', so the url become: https://${server}/index.cgi?logout=1
3.Click link 'Log in', then click 'Red Hat Empoyee'
4.input right user account, login

Actual results:
page jump to the log out page again and the url is still
https://${server}/index.cgi?logout=1

Expected results:
User could login well

Additional info:
If change the url to https://${server} manually before login, it could work
