Description of problem:
For RHV Provider for example, in case the discovery fail,
there is no indication that the discovery had failed in the UI.
It is not even seen under tasks.   

Version-Release number of selected component (if applicable):
CFME-5.6.2.1

Expected results:
Error message should appear indicating the Discovery failed.

We can easily use Notification subsystem to report failures like these.

The only problem is to find out right recipients.

We need to know, who has scheduled the refresh to happen. If the user clicks on the refresh button, he or she should receive a failure. If the refresh happens because of something else scheduling it, we need to find out correct recipients.
