Description of problem: Simply clicking on 'Save' button, Rules are getting added in SSUI.


Version-Release number of selected component (if applicable):5.7.0.4-alpha1.20161005153002_cfc8a23


How reproducible:100%


Steps to Reproduce:
1.Log into Self Service UI
2.Navigate to Administration --> Rules
3.

Actual results:Rules are getting added even clicking on save button


Expected results:Rules shouldn't be created until any valid condition is filled.

Steps to Reproduce:
1. login in SSUI
2. Designer - Rules - create
3. create a rule , do not select any field, do not enter any value and do not select any profile .
4. Save
5. Rule will be created
